Senate Republicans Back President's Proposal to Replace Affordable Care Act

US senators are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Impact of Government Shutdown

The impact on Americans from the longest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Florida Resort

As Saturday's session got started, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of centrist lawmakers to end the shutdown in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some analysts suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
